On Government Application Response To Network Mass Incident

Due to different perspectives and positions between government and civil society, it is inevitable that mass incidents has become more and more important in modern society. It is one of the most important issues to deal with mass incidents for the government. As other incidents, mass incidents are affected by computer and internet and show different characteristics from the traditional mass incidents. It became a new issue-Network Mass Incidents(NMI). The formation and development of the network mass incidents are not isolated and static, it is a progress from public crisis to mass incidents.if we can take some measures and response people’s appeal timely, many mass incidents could be controlled.Influenced by the traditional thinking of administrative law, when we deal with NMI, we often choose suppress and alert. Recent years, it begin to get our focus solving NMI by communication.As result, the ability of NMI solving get a considerable improvement. But the deterioration of the NMI occur sometime show our government, in particular for local governments,lack of capacity in response NMI by law. As we known, sluggish and false responses of government make NMI become local public crisis and reduce the credibility of government, what’s more, increased public’s resentment!The Fourth Plenary Session of the 18th CPC Central Committee propose to the rule by law and building the capacity of government administration by law. the capacity of dealing with NMI is part of capacity of government administration by law.This thesis is divided into four parts. The first part is an introduction, aim to discuss the background and concepts of the NMI and government enforcement response. The second part makes a simple analysis about the current situation of the government response via some cases The third part concludes the problems when government response to NMI.To solve these problems,in part Ⅳ,I put forward a new the concept of The Ability Of Government Response and give some advise to government response to NMI.In this paper,I analysis the response behavior of government by typical mass incidents occurred in China in recent years, give some advises from legislation and law enforcement about NMI dealing.
