The Context Of "responsible Great Power" Of The Chinese Diplomatic Options Analysis

As the deepening of China’s reform and opening-up process, sustained and stable growth of national strength and growing international influence,"China’s responsibility" in recent years has become the rising international discourse. Especially after the financial crisis in2008, China has adopted effective measures, achieved remarkable results, and thus once again been pushed to the focus of world public opinion. Also,"China’s responsibility" has been refurbished in various forms, from politics to economy, military, culture, etc., the international community has formed a new wave of international public opinion about China."China’s responsibility" argument has greatly hidden behind the guise of praise and flattery, but its ultimate goal is to let China take on more international responsibility. In this regard, the Chinese Government has made a positive response and has repeatedly stressed that China will be a peaceful, cooperative and responsible country within the existing international system in safeguarding and developing its own interests as well as taking on more international responsibility. Clearly, China and the international community’s understanding for China’s doing "responsible power" are very different. Foreign voices concern on the "responsibility", that is, international contributions made by China, but China’s concerns are its own national image, international status and influence.At present, under the condition of serious national interests differentiation and increasingly fierce international competition, when facing kinds of "China’s responsibility" argument, the Chinese Government should maintain a clear understanding, further clarify China’s international responsibility and adjust China’s diplomatic philosophy to provide a relatively stable and peaceful international environment protection for the development of China’s reform and opening up. When shaping the "responsible power" image, China must discern national responsibility and international responsibility. In accordance with the party’s congress report, that is to co-ordinate China’s domestic and international situations. In diplomatic practice, we should uphold the concept of balanced duties, to achieve two balances between national strength and international responsibility and international responsibility and international benefits.
