The Automobile Exhaust Pollution Control Policy Research In Our Country

With the development of urbanization and modernization, the automobile industry is developing rapidly in China nowadays. As a product of modern civilization, the automobile not only bring on convenience, but also negative effects on the environment and human being. Both the health of people and sustainable development are being threatened by the air pollution caused by the auto-exhaust. Therefore, the government and society pay more and more attention to the prevention of automobile exhaust pollution.The research of prevention of automobile exhaust pollution started in the1980s. Some scholars have done some research on environment engineering and vehicle design technology mostly, but seldom on laws and regulations. As a result, I start the research on prevention of automobile exhaust pollution in China.First of all, through the study of the current countermeasures of the exhaust pollution, I learn about and analyze the problem of the current policy, as well as the reason. I propose main reference to the construction of prevention of exhaust pollution specially. The current policy of China includes general and professional laws and regulations, and vehicle emission standard, which define the prevention of emission from different fields. However, many problems remain to be solved. For example, the policy is not scientific. And there is not enough legal authority to ensure the execution. Besides, the supervision system is not very sound.Secondly, through the classification of foreign references, I conclude the policies from America and Japan that are quite effective. Thus I provide both the theory and practice to support the construction of prevention of emission in China. We should learn from America and Japan on the pollution prevention of emission that there is not only a sound management system but also specific legal responsibilities.At last, based on the current status in China, with the help of experience of pollution prevention aboard, I propose my advice for the construction of pollution prevention in China. For instance:to perfect the prevention policy, to build a sound management system, and to pay more attention to the assistant policies. This paper is about the research of pollution prevention of automobile emission from the national policies and legal field. Meanwhile, it also focuses on the current issues and reason. Therefore I could provide my suggestions for the construction of pollution prevention in China specially.
