Study On Hunan Education Ministration Portal

Hunan province is located in the central region, whose scale and level of education is in the above-average level in the country; the portal construction of Hunan education administrative department is ranked nationally in the front. This paper, taking Hunan education administrative portal—www.hnedu.cn for example, studies the portal construction of Hunan education administrative department, which can help various areas especially the less developed regulate the specific operational development strategy of education administration website construction at a higher starting point and then solve problems.This paper introduces current situation of research on portals of government and education administrative department home and abroad, as well as its definition, function, development stage and the overview of our nation and Hunan education administrative department’ development. It analyses the present status of Hunan education administrative department’construction, also puts forward several problems of various aspects, including ambigious location of networks, week leadship, nonsmooth circulation of resouse sharing, non-in-depth of government affairs transparency, unsound work-on-line, low interactive participation between government and citizen, unimprovement of performance evaluation, frail professional teams and technical capacity and so on. By comparing and referring to experince of Britain, Italy, Singapore and other developed countries, together with hubei, jiangsu, Shanghai and other advanced provinces in constructing education administrative department, this paper raises several specific strategies:1、strengthening the public sevince philosophy;2、explore to establish the CIO operation mechanism;3、enhancing the plannig and standalized construction;4、reinforcing the implementation of Information Disclosure Regulation5、launching the reengineering of business process;6、building long-term effective mechanism of interaction between government and people;7、establishing a multi-level system of performance evaluation;8、making fully use of "cloud platform" in service.
