The Government's Functional Transformation In The Rural Surplus Labor Transfer Research

Chinese government had been concentrate on economy growing instead of classstruggle after Chinese reform and open to the world policy took place, our countryhas made a great achievement in terms of economy in30years, and the mode ofChinese particular socialism economy has came in shape gradually. Thedevelopment of economy came with social contradiction and there are manycontradictions in our society, the innovation of society management is herebybrought up to meet the demand of resolving the current social contradiction. Thisidea indicates that Chinese government is concentrating on society managementinstead of economy growing only.The transformation of our country’s rural surplus labor force took place since1980, it was an result of reform and openness policy. The tranformation fromagriculture filed to other filed has met the great demand of economy growing as wellas increase the income of those family that live in countryside. The gap between cityand countryside is getting bigger with the development of economy and governmentalso encourage such transformation to meet the demand of city economy blooming,which made such diversion a tendency, however, it caused a sequence of socialproblem in the course of transformation without proper guidance, and it becamecritical due to the imbalance development between city and country, social class’differentiation is also a important reason to bring the contradiction to a new level. Ihereby present QiaoMiao village in WuZhi county of HeNan province as a exampleto analyze the rural surplus work force’s present situation of diversion, and I thinkthat the problems that caused by this diversion are as follow: country development isslow than city, the country social structure is misshapen, rural migrant worker’ssense of belonging is dim. All these problems has been an obstacle of thedevelopment between country economy and society, it has negatively effected theharmony and stabilization of our society. I analyze this in the perspective of society management, I think that we shouldbe aware of the rural surplus work force’s transformation and manage it in a properway so that our society will be harmonious and stable, our government should paymore attention on society management instead of only concentrating on economy, tobe specific, government should not only support and encourage the diversion ofcountry work force, but also handle the relationship between agriculturedevelopment and rural work force’s diversion properly, meanwhile, government shallallow more organization to participate to manage the society in the hope ofresponding rural migrant workers demand efficiently.
