China is a large agricultural country, the developments of agriculture and rural economy became the big issues in our social economic development for a long time.Massive surplus labors stay in the countryside, not only created a huge waste of the rural human resource and overdevelopment of the agricultural resource, but brought the hidden trouble for the agricultural sustainable development. For a long time, the transfer of the rural surplus labors always be a hot topic in the society, because of the weak basis of the increase income for peasants, the short of the increase resource, the insufficiency promotion system and the growing income gap between the rural labors and the urban labors. If we want more people to get jobs, the economy grows stable, and government works as normal, we have to transfer the rural labors effectively. After the reform and opening up, the rural surplus labors issues have been done a lot, especially recently, the rural labors went to non-and business, and the situation is getting better, the whole economy gets the value of the transfer, but it also bring us a series problems. These problems can not be resolved by the rural surplus labors issue, so the government should play a very important role at the moment. During the "12th five" periods, China still stays in the industrialization, urbanization stage, and the growth rate of GDP maintains above 8%. The industrial structure and demand structure will be better, the percentage of service industry is expected increase, and will continuous support to increase the employment of migrant workers. At present, in some places of mainland still lack the migrant workers. In the labor market, not only lack the skilled workers, but the general labors. The shortage of the seasonal labors exaggerates the perennial lack of workers. The labor market had some changes which will force the enterprises to protect the workers'rights, improve the rural labors'income and improve the initial distribution of labor income in the proportion of national income. So the theoretical analysis and practice these issues deeply are quite necessary. Through this article, we analyzed the background of the rural surplus labors, the current situation and how was the government doing for it. Moreover, we illustrate the real basis of the rural labor transfer from a variety of angles, and proposed several ideas for rural labor transfer combines government management under the new situation, as follows:Part 1. Introduce the basic definition of rural surplus labor force transfer. First, we introduced the background and some related definitions of this topic; second, we analyzed the current situation of domestic rural surplus labor force transfer; third, we explained the theoretical tools and research methods.Part 2. Introduce the limited factors of rural labors transfer. We started from the impact of the rural surplus labor force transfer after the Dual Economic Structure and the development of urbanization.Part 3. From the government perspective, discussing the current situation of rural surplus labor force transfer and comparing with the foreign governments in the management of rural surplus labor force.Part 4. The innovative government action of transfer of rural surplus labor, making the management government to the service government, changing the government management in the transfer of rural surplus labor by improving the rural labors skills, changing the measurements, finding a better life for the rural labor and developing the tertiary industry.
