Research On The Order Of Priority About The Supply Of Rural Infrastructures

The effective supply of the rural infrastructures, which is closely related to the development of agriculture, the income of peasantry and the prosperity of rural areas, plays a key role to the building of a new socialist countryside and the narrowing the gap between urban and rural areas. Under the condition of market economy, the supply of rural infrastructures should be provided mainly by the Government, which must ensure the adequate and efficient supply.2009is the first year of the comprehensive implementation of the Third Plenary Session of our Party’s Seventeenth Central Committee, the Nanjing Bureau of Finance in accordance with "the industry nurturing agriculture" and "cities support rural areas", react the macroeconomic adjustment, optimize the structure of financial expenditure, and increase the investment to agriculture. Therefore, in the current circumstances, the research on the order of priority about the supply of rural infrastructures becomes more and more important.This paper is based on the theory about the optimal supply of public goods and Maslow’s hierarchy of needs and the existing research of rural infrastructures in related rears, defines the scope of this research, uses the methods of qualitative research and quantitative research, analyses order of priority about the supply of rural infrastructures from both the supply and demand aspects. And then try to propose the policy recommendations about the order of priority.First, this study summarizes the existing researches and some related theories, which are the foundation of the full paper.Furthermore, it analyzes the supply of rural infrastructure in Nanjing, including irrigation infrastructure, rural road infrastructure, rural electricity infrastructure, rural health care infrastructure, rural information infrastructure, rural culture and entertainment infrastructure, rural education infrastructure, rural sanitation and infrastructure and rural drinking water infrastructure.After that, from the supply aspect, according to a variety of rural infrastructure’s different contribution to the agricultural economic growth, it shows the order of priority is: irrigation infrastructure> rural road infrastructure> rural information infrastructure.Once more, from the demand aspect, it shows the order of demand priority is:rural health infrastructure>field roads and village roads>ecological infrastructure> information infrastructure>cultural and recreational infrastructure> drinking water facilities> irrigation infrastructure.Finally, based on the above analysis and research, this study proposes some reasonable policy recommendations for the order of priority about the supply of rural infrastructure in Nanjing.
