With the frequent appearance of natural disasters and social events in our country in recent years, it put forward higher requirements for open government information in special situations than before. At the same time, it also shows that open government information is valuable in such a modern democratic society. Hurricane Katrina in2005, the Fishing Law Enforcement in2009, Zhouqu large debris flow in August2010, and Guiping City "3.11" Water traffic accidents this year, all of them have drawn the public’s eyes. By emergencies itself has the characteristics such as sudden, complexity, Due to the characteristics of the emergency, the complexity of the emergency itself has, if the Government can not be pro-active information disclosure, the public can easily listen to all kinds of rumors.So panic will spread into social chaos just in a moment. The practice and experience of other countries has proved that only does timely, accurate, comprehensive publicing information can improve the government efficiency and protect citizens’ right to know. Therefore, how to improve the information disclosure system of government in emergencies has become a major concern of governments around the word.At present, our country is in a critical period of social transition and economic restructuring. Because of its own particularity, the state of emergency under the Open Government Information is more theoretical and practical than normal.As "Emergency Response Act’and the’Open Government Information Act" were introduced, the process of open government information in emergencies has been promoted greatly. However, there are still some shortcomings in these laws and regulations. It needs further improvement and completement. This paper uses literature research comparative analysis of the law, case analysis, and dissemination of science such as law, management theories. In the argument, reference to some typical cases in China in recent years to identify some problems, analyze the causes of the problem, and finally trying to put forward some countermeasures to be explored.
