The victory of the 19th National Party Central Committee in Beijing in 2017 marked the beginning of a new era in socialism with Chinese characteristics.The conference pointed out:"Changing government functions,deepening and decentralizing government power,innovating supervision methods,enhancing government credibility and execution,and building people's satisfaction.Service-oriented government.”In the new era,it is necessary to build a service-oriented government that is satisfactory to the people and to lead the people in a better life.This is inseparable from the unselfish commitment of the civil servants at the grass-roots level and the improvement of their professional business.The key to improving the quality of civil servants at the grassroots level is whether the training mechanism for civil servants is further improved and innovated so as to greatly stimulate the enthusiasm of civil servants at the grassroots to participate in training.Grass-roots civil servants,as the main body of China's civil service,face a large number of people and have a large number of people.They directly face the broad masses of the people and shoulder the important task of implementing the principles and policies of the Party and the government in the masses.The level of training of civil servants at the basic level is directly related to the quality of serving the people.Nanning is the capital of Guangxi Zhuang Autonomous Region.The study of the training status of the civil servants at the grassroots level in Nanning enables the autonomous region's government to develop and use human resources,while at the same time improving the quality and governance of civil servants at the grassroots level,and building a satisfactory service model for the people.government.Therefore,the study of the construction and training of civil servants at the grassroots level in Nanning has very important theoretical and practical significance.This article takes the ERG theory as the research perspective.Through empirical investigation and research,it is clear that the training needs of the civil servants at the grassroots level in Nanning are mainly "survival","interrelationship" and "growth and development".Among them,"growth and development" is the core,and In-depth understanding of the willingness to participate in training and its influencing factors,as well as the status quo and inadequacies of civil service training in Nanning City.The article explored the influence of individual factors and training organization factors on the willingness to participate in training,enriched the research on participation willingness of training,and targeted measures were proposed to improve the willingness of civil servants at the grassroots level in Nanning to participate in the training.I hope that the results of this study can be To contribute to speeding up the development of grassroots civil servant training.
