Outside The National E-government Network (first Phase) After Evaluation Research

The First phase of National Electronic Government Network (hereinafter referred to as the Chief extranet) as a critical infrastructure for e-government construction in China, is a typical project of e-government construction in China. The actual effectiveness of its construction projects, experiences and lessons learned, an important reference for other similar projects. The project started construction in August2005, the country of final acceptance by the end of2009, dating back more than two years. At present, the government extranet has been initially achieved economic efficiency and produce a certain amount of social impact. It is necessary to select the appropriate point for project management experience to determine the project objectives, the degree of realization of the purpose, effect, effective, thereby enhancing the level of project management in the future, the protection of the overall project goals.In this study, combined with the project, evaluation of learning and accumulation of knowledge and use project evaluation methods and tools, set up after the evaluation of indicators and indicator system. Government extranet construction of the entire process of analysis and evaluation, comparison and research, identify gaps and reasons for, and lessons learned, and put forward corresponding countermeasures and suggestions.This article in five chapters.
