With the globalizationprocess’s ongoing, the cause of volunteer service in the global context has greatdevelopment in countries all over the world. It has got fully support and affirmationfrom almost all the country. From the community to the development of voluntaryservice in the process, many countries have established a relatively perfect legal normsand the system of voluntary service. These kinds of norms have become the developingcountry’s model. In1990June, China Shenzhen volunteer Federation was established,started the earliest hotline and mail services, recruited volunteers. It’s establishmentmarks the first registered volunteer association was born. Then, our country entered thestage of development of voluntary service. Compared with western countries, althoughthe development of voluntary service in China started late, voluntary service’s functionof economic and social development can not be ignored. Recent years, whether theOlympic Games hosted in our country in2008or the world exposition hosted inShanghai in2010, or the2008fright of Wenchuan earthquake, we are not difficult tosee that our volunteer service teams were a powerful force. The world deeply moved byour volunteers’ enthusiasm, love, smile, service. The high influence and wide rangewere no less than any country. China’s volunteer service team is the indispensablestrength of the cause of socialism construction in our country. Nevertheless, voluntaryservice in China is still not sound. So far, our country volunteer service business doesnot have a unified national voluntary service law do support. The existing voluntaryservice standard exists only in part of the province, the city, the autonomous region,municipality directly under the central government, promulgated in local regulations.Therefore, whether the legal definition of volunteers, voluntary service, volunteerorganizations, or the rights and obligations of the legal regulations, or volunteer securitysystem, they are all lack of unified legal regulations. Because our country has not beenset up the national unified voluntary service law, there are many problems to be solvedabout our volunteer service career development process. This paper discussed voluntaryservice relevant law system, by definition volunteer service related concepts, analysesthe cause of volunteer service in the present situation and existing problems and withthe targeted theory analysis put forward the improvement suggestions. So as to improvevoluntary service’s legislation and constantly promote our country’s volunteer servicecareer development, this paper put forward the innovative ideas that voluntary servicelaw should at least include there systems that volunteer service safeguard system,voluntary service liability system and volunteer service incentive system.
