To relieve the government’s pressure of fire service supply, the local volunteer fire teamscome into being. However, the fire volunteer service belongs to the high risk service, and it hasless participants. This paper based on the Xiaolan Town, using the depth interview method,questionnaire method, and case analysis method to explore the community fire volunteer teamsfrom the form to the sustained, and its long-term development issues. It’s necessary to find outthe incentive factors, and improve the related incentive methods on the basis of the incentivefactors to mobilize and sustain team work enthusiasm. What’s more, to absorb potentialparticipants gradually and this will help to expand the scale of the teams.The study finds that: some internal and external incentive factors have a larger influenceon volunteer firefighters’ work enthusiasm, including the internal management system, therights and interests protection strength for the team members, the sense of responsibility,self-interest, the conflict between work time and family leisure time, reward way and method,legal and policy environment, the support of social resources, and the public response. On thebasis of the above finding, this paper summarizes some problems of the current incentivemethods in Xiaolan Town’s fire volunteer teams. Firstly, the manager level lacks for graspingthe team members’ participation motivation and demands. Secondly, not only the lack ofbinding in managing the whole run, but also the low protection strength of the rights andinterests for the team members which lead to the negative attitude. Thirdly, the reward way andthe method is less and simple. Fourthly, it’s need to improve legal and policy environment.Fifthly, it’s also need to enhance the degree of Social support and the public’s response.In the end, based on the actual situation of Xiaolan Town and combining with domesticand international successful cases of fire volunteer incentive, this paper puts forward thecorresponding countermeasures and Suggestions in order to provide some effective referencefor the related issues.
