As a kind of new-born thing, the emergence of Government employee was alongwith the urgent need for high-end talent. But recently, as the promotion of governmentemployee over the country, its own problems have become more and more prominent.Especially as an important motivating factor, employee’ pay system is criticizedbecause of its single structure, lack of fairness and so on. As Direct stakeholders,whether the employee satisfied or not will directly affect the implementation effect ofthe pay system. So, it is very important to find the influencing factors of theemployees’decision.This thesis starts with the summarizing of the theory and practice of governmentemployee system, and employee pay system. Taking the employee in HangzhouDevelopment Area as an example, we make an empirical research on pay satisfactionusing Logistic model analysis. Then it explores the main factors that have impact onpay satisfaction, and proposes suggestions for improvement of pay system. Severalresearch conclusions are drawn: employees’ judgments on pay satisfaction areinfluenced by the factors, such as gender, education, work experience, whether workin corporate or not, and so on. In order to adapt to individual differences,the formulation of the pay system must take full account of the employees’ personalqualities. At the same time, the employees’ evaluation on distributive justice andinformation fairness will significantly affect employees’ pay satisfaction. The paysystem-making process must enhance communication with employees, timely accessto the employees’comments and suggestions, and make efforts to achieve the internaland external fair of pay system.
