The government employee’s system has solved the existing problem nowadays such as the inflexible employment through contacting with talents agency or market and signing a labor agreement. After the introduction of some flexible market mechanism into the government employment which nowadays is more attractive to those talents, the situation now truly reflects the government’s policy that wishing to look for talents and pay highly respect to them as well. But meanwhile as a kind of new-born thing, government employee’s system is still at its experimental stage in some provinces. A series of problems which caused by its own system defeat have emerged. This thesis is based on the satisfaction to pay system, giving an importance on the research on employee’s pay system in XuHhui District government, so as to find out a better way to improve the pay system of the government employees in XuHhui District. Also it will do some contributions to the popularization of government employee’s system.The first chapter mainly elaborated the method of the research, background knowledge, the way of thinking and main contents.The second chapter explained the concept of salary, the government employee’s pay system and some related theory of government employee’s satisfaction on the pay system. It tries to find out the standard of making a employee’s pay system by means of theoretical evidence and the normal analysis. That means the government employee is divided into four types according to the contribution to the organization and market’s shortage. Namely, they are core employees, unique employees, general employees and service employees. From the view of these types, the norms of feasible and sound pay system will be finely established.The third chapter is to have a general discussion on the practice of government employees’pay system in XuHhui District. A survey on satisfaction to the pay system had been done to find out the problems which existing on the government employee’s pay system nowadays. There are some differences in pay’s distribution and the pay system has not referred to the market standard as well. Meanwhile, the pay standard has neglected the internal justice and the employees also need to have a complete welfare system.The fourth chapter has a general introduction of the government employee’s pay system both in Hong Kong and abroad. We may get some better experience by means of concluding its implementation of their pay system and it surly will be a good reference when making a employee’s pay system in XuHhui District.The fifth chapter makes a statement on the significance of strengthening the management of government employees by a reasonable pay system. And among this part, I’d like to propose a basic principle of making a pay system in XuHhui District government based on the former theory and practice. They are principle of making a legal pay system, principle of a reasonable division of government employees, principle of a justice pay standard, principle of a sound review system, principle of standardized pay-raising level, principle of protecting a basic welfare system and some other related measures.For it is a kind of new-born thing, the practice of government employees in different regions is still in the stage which groping around in the dark. The sociologists make comment only on the differences between government employees and civil servant. As for the pay system and management of the pay system, the experts haven’t done a specific research. Doing a research and have a discussion on government employee’s pay system through the practice of employee’s pay system in XuHhui District are the unique features of this thesis. The government employee is born from the formation of market economy, so the management of the pay system must obey the rule of market economy. We can only encourage the employees to fulfill their ability and make them have a positive effect on the government’s management by means of establishing a reasonable and sound pay system and a sound administration as well.
