The Research On Government’s Behavior In Provision Of The Urban Environmental Public Goods

The effective provision of public goods are not only affect the national economy and social healthy development, but also have huge important significance to remain social justice and harmony. The urban environmental public goods are special public goods. They have both general characteristics of public goods and special characteristics, which increase the difficulty of provision of the urban environmental public goods and the supplying tasks get more heavy. To realize the effective provision of urban environmental public goods, the government’s role is essential. But in fact, with the influence of the subjective and objective factors, the deviation of government’s behavior will occur, lead to supplying failure, lack of fair, corruption and so on at the process of provision of the urban environmental public goods. It has great theoretical and realistic significance to study the government’s behavior of provision of the urban environmental public goods for realizing the goal which effective provision of the urban environmental public goods, improving urban ecological environment, standardizing government supplying behaviour, and maintaining social justice and harmony.Thesis is divided into four sections, the first section includes the research background article, to review and summarize related literatures of the government’s behavior of provision of the urban environmental public goods, and to put forward the article research methods and possible innovate. Besides, to clearly define the two key concepts ’urban environmental public goods’ and ’government’s behavior’. The second section reviews evolution course of government’s behavior of provision of the urban environmental public goods, in order to understand completely the history of government’s behavior of provision of the urban environmental public goods. On the basis of it, the paper analyses current questions of government behaviour of provision of the urban environmental public goods. The third section, on the basis of analysing current questions, is to further analyse the current questions root of government’s behavior from the angle of economics, politics, sociology. The fourth section, With China’s specific conditions, puts forward the methods of improving the government’s behavior of provision of the urban environmental public goods from different aspects.
