With the constant upgrading of the shortage of resources in land, populationexpansion and environment degradation, China’s government is accelerating thedevelopment, utilization and protection of the ocean. Guangdong province, with3368kmcoastlines,1431islands,2042square kilometers beaches and41.93square kilometers ofsea areas, combined with its own natural advantage and then puts forward the grandblueprint of blue rise. At present, non-governmental organizations are rapidly developingas an important force and also are helpful to the blue rise of Guangdong.This paper uses the qualitative and quantitative analysis. Firstly, in the basis of thegovernment/market failure theory, organization theory and voluntary failure theory, thispaper introduces Guangdong non-governmental organizations are of great significance toGuangdong blue rise. Guangdong non-governmental organizations improve marineindustry development, the people’s livelihood, the protection of the ocean ecologicalenvironment and the development of the South China Sea.Secondly, the paper draws the present situation of Guangdong non-governmentalorganizations in blue rise and analyzes the dilemmas which Guangdong non-governmentalorganizations are facing. The quantity of Guangdong non-governmental organizations aregradually increasing. The speed of development is smoothly increasing. The covering areasare continually expanding. There are unbalanced development between Guangdongnon-governmental organizations, more professional and younger employees, more perfectmanagement of Chinese Communist Party and the innovation of the governmentmanagement. Guangdong non-governmental organizations are facing with uncleardemands, unscientific management, insufficient supplies and lack of person with ability.Guangdong non-governmental organizations are also facing with the lack of awareness tonon-governmental organizations, supervision, government purchase service and transferfunction, policies, measures and effective management.Fourthly, the experiences of developed countries and the successful experiences ofother provinces and cities in China are significant for cultivation of Guangdongnon-governmental organization. Therefore, this paper summarizes the experiences ofBritish, the United States and Canada and the successful experiences of Shandong andShanghai, and analyzes the lessons for cultivation of Guangdong non-governmental organizations. In addition, the case of Guangdong non-governmental organizations canalso help Guangdong to put forward the countermeasures to cultivate non-governmentalorganization. Therefore, this paper takes Shenzhen Blue Ocean Conservation Associationas a case. This paper summarizes the successful practices and its lessons, analyzes thedilemmas of the association and puts forward corresponding solutions.Finally, on the basis of these experiences, this paper puts forward the measures forcultivating Guangdong non-governmental organizations in the blue rise. Looking from thenon-governmental organizations self, Guangdong non-governmental organizations shouldclarify the requirements of their service objects, achieve scientific management, accessresources by multi-channel, build professional teams and create superior services. Lookingfrom the government, the government should enhance the awareness of thenon-governmental organizations, clarify the emphasizes, supply the effective policies,perfect the mechanism of the supervision and management, strengthen purchasing servicesand set up the incubator base in order to promote the development of non-governmentalorganizations, especially the development of the non-governmental organizations related toocean.This study offers the idea of cultivating non-governmental organizations inGuangdong blue rise, as a reference for cultivating non-governmental organizations inother areas in China.
