Since the concept of competence came from David McC lelland,an Americian famous psychologist,in the end of 1960 s,more and more researches and applications about it have came out in the world.A lot of studies have indicated that the res earches about the competence and the creation of the competence model are part of the important foundation of a series of human resource management and exploitation.Nowadays,the studies of the competence have made considerable achievements and the deeper researches could open up new areas for the future human resource management.As important members of the government agencies,the secretarial staff in party and governmental organization play important roles in the public service activities because of the importance to their service object and the specificity of their work.Our country need more excellent party secretaries than ever before.However,since the concept of Competence came out,the standard of the recruit,selection and cultivation of secretarial staff in party and governmental organization and the evaluation of excellent party secretaries have not formulated a rounded system.So to create and study the model of the party secretary competence is very important and emergent and to create the competence model of the party secretaries can promote the government efficiency and serve the people better.This article has five chapters:the first chapter is introduction,including researc h background,significance and thought framework.The second chapter is theory of related concepts and literature reviews,which talks about the domestic and foreign researches of competence and its application in the secretary field.Chapter three:This part discusses how to create and improve the competence index of secretarial staff in party and governmental organization,foucusing on the principle of the creation,the structure of the questionnaire,the test and improvement of the data and the research status,major problems,analyzation of the party secretaries.C hapter four:the analyzation and suggestion of competence of secretarial staff in party and governmental organization,including the nature of the party secretaries,the difference of the data and the suggestions of the solution.The last is the conclusion and the further discussion,hoping the the party secretaries can make better achievements in their field.In a short,I take secretarial staff in Party and governmental organization Zhanjiang City,Guangdong Province as the research object and make a detailed discussion,in order to make innovations and a profound improvement.
