NGO in our country developed rapidly and grew up in recent20years, played anirreplaceable role in the whole process of the social development. With the continuousdevelopment of our society, the society has come into the important period of developing at ahigh speed, but Contradiction is increasingly prominent. In this context, due to thegeographical factors in our country，the east is still superior to the west, and country got worse,the gap is increasingly large, at the same time the social problem may be expanding. It has brought a good opportunity for development of NGO. Thedevelopment of rural NGO result in that our country’s grass-roots life is graduallydemocratizing and marketing. The construction of a harmonious society in China is todiminish the gap in every aspect of society on the basis of the development, make morereasonable allocation of resources, to achieve the steady development of the society. Thedevelopment of non-governmental organization reflects its more value, it is very meaningfulto study the role which NGO play in the rural economy and social development. But what roleNGO plays in rural social development, what problems and restricting factor are there in theprocess of development, what measures should be used to promote sustainable developmentof the Rural NGO, etc., these problems are not only the challenge that Ruralnon-governmental organization is facing, but also a significant research that academics arefacing. Then, introduced the definition of rural non-governmentalorganizations and related theories. Then define the concept of non-governmentalorganizations in China.Secondly, the author summed up the development process of NGO and explored thefeatures of the rural NGO before and after the reform. Through the study of national policies,people’s living standards, Economic development and other aspects, the article analyze theimpact of NGO. Find that the deepen of economic restructure, the improvement of people’sliving standards, and national non-governmental support policies is the reason of the rapiddevelopment of NGO. In addition, affected by the tide of reform, the farmer’s awareness ofindependent is increasing, also promoted the rapid development of NGO.Furthermore, with the theory analysis and the actual analysis, the author analysis theNGO’s economic functions and social function. Explore the relationship between NGO andagricultural extension and rural markets, and analyzed the specific functions of the NGO inthe rural basic education and rural poverty reduction. Emphasize the function of NGO inimproving famer’s overall quality and economic level.Finally, based on the situation of China’s rural NGO, the author analyzed the problems inthe development of NGO. Such as the lack of resources, conflict with the political power, thestability of the organization. And analyze the causes of these problems from the prospective ofNGO legal status, credibility, talent reserves. Then proposed suggestions on how to deal withthe problems of NGO in the new rural construction process, and proposed advices like perfectthe laws and regulations, strengthen supervision and improve the social credibility, andVI increase government support.
