Research On The Extended Producer Responsibility Of Electronic Waste Recycling

With the continuous development of society science and technology, many electronic products in our daily life are continuously accelerate upgrading, people's life becomes more and more convenient. The popularity of electronic products not only brings convenience to people's life, but also brought a lot of electronic wastes. Every year, a great number of waste computers, mobile phones and other electronic products cause serious environment pollution problems. But not only that, electronic products contain many harmful substances. If we don't do harmless treatment for the wastes, it will be a great threat to our health. Currently in our country's field of electronic products, the waste recycling treatment system is not mature, the recovery process and industrial pattern need improving and revising. Through the study of recycling treatment of electronic wastes issue, we can bring benefits for environment protection and resources saving. It not only conforms to the development of circular economy in China strategy, but also in line with the construction of a conservation oriented society in the present stage of our country and the global strategy of sustainable development. There are some existing legislation for electronic waste in China, but most of them are not systematic and professional. In particular, the main recycling responsibility of recycling treatment of electronic wastes is still unknown. So we need to further improve the legislation, and gradually form an independent and professional law department in coordination with each other. This article mainly according to the process of proposed the problem, analysis the problem, solve the problem to study and research, and to explore China's electronic waste recycling processing improvement ideas.Firstly, consulting a large number of domestic and foreign literature and cases as basis, this paper introduced the definition and features of electronic wastes in China and abroad, also stated the necessity of the recycling treatment of electronic wastes.Secondly, on the stage of China's electronic wastes recycling causes and current situation, pointed out the existing problems at present in China. In addition, this paper also expounded the connotation of Extended Producer Responsibility(EPR)system and the reflection and evaluation in China's environmental protection law.Finally, the paper introduced the foreign legislation and system construction in how to use the system of Extended Producer Responsibility(EPR) to provide the corresponding reference to the field of electronic waste recycling treatment in china. With China's current status as the foundation, the paper put forward some countermeasures for perfecting China's electronic waste, provided a good foundation for the construction of a resource-saving and environment-friendly society, and a theoretical basis for the sustainable development of economy and construction of beautiful China.
