Research On Agricultural Crime In The New Rural Construction

With the process of the New Rural Construction to further accelerate, theagriculture-related crime problem is getting worse in the New Rural Construction，ithas caused great harm to the construction of a new socialist countryside, seriouslyaffected the continued advance of the various rural business and the stability anddevelopment of rural community. Therefore, the systematic study ofagriculture-related crime in the new socialist countryside in China and explorecountermeasures have significant theoretical and practical significance. There aremany domestic and international researches on agriculture-related or farmers criminal,they focus on the main crime types, organizational forms, social factors and otheraspects for farmers. However, those researches were too academic and too simple，their research is not enough for deep-seated factors of agriculture-related crime. Wecollected the past three year’s data of Zhaoyuan City in rural areas and involvingfarmer’s crime, and field exposure to a large number of criminal suspects, and done alot of research on their motive for the crime and the state of mind. In this paper, weused integrated research methods, comparative research methods, research methodsand case study methods to study, and combined with foreign crime relativedeprivation theory, the economics of crime theory to analyze the social roots offarmers’ crime. We started from the new rural economic development and socialsecurity situation of the Zhaoyuan City, depth analyzed the socio-economicbackground and theoretical causes of the agriculture-related crime in currentenvironment, and analyzed the basic types and typical characteristics of theagriculture-related crime, we analyzed and discussed on typical examples and on thisbasis we proposed countermeasures to reduce agriculture-related crimes to maintainsocial order environment. We believe that in order to prevent and reduce new ruralagriculture-related crime, it should proceed from the following aspects: improve therural communities of faith in the law, increase the consciousness of the law-abiding;Vigorously promote the construction of social fairness and justice, accelerate rural economic development to reduce the relative deprivation of the peasants; Strengthenthe criminal law enforcement in rural areas, fight to prevent and control both, increasethe cost of crime; Develop rural economy, increase farmers’ employment, reduce theillegal and criminal; Improve the rural democracy and institution building, enhancethe combat effectiveness of grassroots organizations.
