Public participationin urban planning is becoming increasingly important.The part of introduction to the domestic and foreign public participation in theurban and rural planning already some research achievement undertook summing up,introduced the main research contents and structure; the first chapter introducedthe public to participate in the theoretical background, the public participationin urban and rural planning and related concepts, and then from the study of publicparticipation in our country urban and rural planning and development process, rulesand regulations system two respects proceed with, pointed out that our country existsrelated regulations system is not perfect, public announcement system is not perfect,the hearing system has not really play a role, public organizations, non-governmentalorganizations to participate less, fewer rights relief channels and the relatedproblems, and analyze the reasons for the chapters that follow, research makes theupholstery; in the second chapter Qingdao city as the example, from supporting lawsand regulations construction, public announcement system, urban and rural planningcommittee system, hearing system in several aspects of Qingdao city is introducedas the public participation in the urban planning of the city to better work experience,and lists the two typical cases were evaluated, then the objective search Qingdaorelevant problem in practice insufficient, the related reasons were analyzed; thirdchapter to American, British, Germany Other developed countries as an example, the developed country public participates in urban and rural planning legislation andpractice are introduced, analyze the existing problems, summed up in these countriesin the public participation in the urban and rural planning for our country to drawlessons from experience, namely the sound legal system, improve the participationsystem, sound organization, right relief system perfect; the fourth chapter putsforward the corresponding countermeasures, aiming to strengthen the publicparticipation in the urban planning laws and regulations system construction,establish the public participation in the urban and rural planning publicity system,to improve public participation in the urban and rural planning hearing system,improve public participation in urban planning institution construction, expandpublic participation in urban and rural planning relief channel five respects, enrich,improve public participation in urban and rural areas in China planning legal system,make its accord with our country national condition and the needs of socialdevelopment, and is more rationality, maneuverability, applicability.Constructing the practical system of public participation in urban planning is theembodiment of public properties, the development of socialist democratic politicsis the inevitable requirement, the significance of this research to construct Chinesesocial practice, effective public participation in the urban planning of the basiclegal system, so this research has a strong theoretical and practical value.
