The twenty-first century is the era of imformation, with the trend of increasing global economic integration and significant information, the degree of government information is a measure of a country’s economic development level of standards, then E-government came into being with the rapid development of imformation technology background. E-government is a new thing and a new mode of government, not only an important step in the project of government reform, but also an important starting point for establishing of the service-oriented government and imformation society. E-government is not only can provide the conditions for the overall development of the civil servant and improve the quality of the civil servant comprehensively, but can change the way of civil servants’ work and improve the decision-making ability of managers and administrative supervisory capacity.Based on these relevant literatures on the previous query, there are not a lot of researches for the E-government Satisfaction(ES) at home and abroad, which mainly research on the E-government Customer Satisfaction(ECS) and the E-government Public Satisfaction(EPS), not on the E-government Civil Servant Satisfaction(ECSS). So, this thesis will make up for the deficiency by the ECSS survey. Meanwhile, the relationship research between the Satisfaction of Civil Servants and the Job Performance(JP) based on E-government environment, will help us to understand the current situation of E-government and the status of ECSS and JP and the relationship between the two in China. These will provide empirical data for the civil servants work designed, and provide more references to improve civil servants performance management system and to promote innovation of the functions of government.This thesis tries to design research methods and study model according to the seven-dimensional definition of EPS proposed by Jiao Huiling(2007) and the two-dimensional model of JP proposed by Borman&Motowidlo(1993). This study design the Questionnaire about Civil Servants,200questionnaires,172valid questionnaires. And the SPSS17.0software is used to processing these data of valid questionnaire, including the data statistical analysis, variance test, correlation analysis, regression analysis, which will help discuss the relationship between ECSS and JP. The main conclusions are as follow:1. The ECSS can be divided into seven-dimensions:Civil Servants’ Expectation (CSE), Perceived Quality(PQ), Perceived Value(PV), Civil Servants’Trust(CST), Civil Servants’Satisfaction(CSS), Image of the Government(IG) and Civil Servants Involved(CSI).2. The adapted Questionnaire of the JP based on the two-dimensional model of JP proposed by Borman&Motowidlo (1993) and other scholars’maturity questionnaires, which reliability and validity were higher.3. On the ECSS and its various dimensions, there is no significant difference in the gender but CST dimension; in the age, there is significant difference, but CSS dimension; in the level of education, there is significant difference; there is significant difference in wok time, but ECSS and PV dimension.4. There is a significant correlation between the ECSS with its various dimensions and the JP with its various dimensions.5. In the aspects of predict, the ECSS and CSE, CSS, PQ, PV, IG five dimensions can positively predict their Job Performance, and CSE dimension is the greatest positive predictive power; CSE, CSS, CSI, IG four dimensions can positively predict their Task Performance, and CSE, CSS two dimensions are the greatest positive predictive power; CST, CSS, IG, PV four dimension can positively predict their Contextual Performance, and CST dimension is the greatest positive predictive power.Finally, on the basis of the conclusions of the study, three suggestions were given about government portal website construction in China, improve the civil servants performance management system, the functions of government innovation. And this thesis proposed this study’s shortcomings and recommendations for future research at the end.
