The author believes that China’s food safety regulatory system inrecent years occurred put forward to adapt to the overall situation inneed of food safety regulation. However, faced with severe multiplefood safety incidents, there are still loopholes of the following fouraspects: Firstly, regulatory body is too much, it is difficult to form aregulatory efforts; Secondly,there is the lack of food safety regulatoryelements and waste co-exist and deserve further stroke along;Thirdly,food safety regulatory information not be shared, can notmobilize social forces; Fourth, food security monitoring and earlywarning mechanism is not perfect, It can not achieve the wholeprocess of supervision.Learn from the advanced experience of the U.S. food safetyregulatory, combined with the reality of our country, I think: First ofall, unified leadership, strengthen the power of an integrated andcoordinated sector can learn from the experience of the U.S.President’s food safety program, through the development of foodsafety regulatory scheme to the co-ordination of regulatory power, theformation of the regulatory efforts; Secondly, we must uphold theconcept of science and regulatory implementation of production ofHygienic Practice and Hazard Analysis and Critical Control Pointtechnology through the implementation of good agriculturalproduction practices in prenatal, perinatal, postnatal implement foodtraceability system and recall system, the real from "farm to fork"process supervision; Finally, the sooner, achieve food security earlywarning monitoring system for food safety risk analysis and control, effectively reducing the emerging security risk, to become afterwardsresponsible for advance prevention, truly realize the soonerrealization of preventive measures.The thesis is divided into four parts: First, China’s food safetyregulatory overview; Second,the main problems of China’s foodsafety regulatory system;Third,the revelation of the extra-territorialfood safety regulatory system; Four,legislative proposals to improveChina’s food safety regulatory system.
