Research On The Governance Of Network Public Opinions In The Policy Change Event

In recent years,policy change events have occurred in various parts of our country,and the network public opinion triggered by them has had a certain negative impact on the harmony and stability of our society.In response to this issue,local governments have established information management departments such as the Network Information Office to govern network public opinion in the era of media convergence.However,slow response times during the governance process often result in the outbreak of network public opinion,making it crucial for the government and academia to innovate the mode of network public opinion governance and improve the modernization of public opinion governance.Especially after the outbreak of the COVID-19 epidemic,frequent epidemic prevention policy changes have triggered interactive and complex network public opinion on micro-blog,posing severe challenges to the public opinion governance of local governments.Therefore,this study aims to deeply explore the spread and governance of network public opinion caused by policy changes to improve the governance efficiency of government network public opinion and guide the development of network public opinion towards a good network ecology.To achieve this goal,we crawled relevant micro-blog text information data of the policy change event of "Killing Indoor Animals of Positive Patients" in Anci District of Langfang City,Hebei Province,and studied the propagation characteristics and evolution rules of network public opinion before and after the policy change.We first used the sentiment analysis method to calculate the sentiment tendency value of the texts published by each user under different micro-blog subjects in the policy change event,and then constructed the network public opinion risk index of the policy change.Next,we used the transfer entropy method to calculate the propagation matrix of network public opinion of the policy change event based on the network public opinion risk index.We then used the social network analysis method to draw the propagation relationship diagram of network public opinion between different micro-blog subjects and calculated the individual network characteristic index at the same time.We analyzed the basic situation of network public opinion spread of the policy change.Finally,by analyzing the propagation characteristics of network public opinion of the policy change,we proposed countermeasures and suggestions for government governance policy change network public opinion under the background of big data.The results show that: first,after the policy change,the risk of network public opinion is generally lower than that before the policy change because the relevant government departments withdraw the policy and apologize in time.Second,before the policy change,most of the discussions on the event of "Killing Indoor Animals of Positive Patients" were among ordinary people.At this stage,the spread of network public opinion was also mainly among ordinary people.After the policy change,the discussion of the event is mostly focused on official users.At this time,official users are also the main body of the spread of network public opinion.Thirdly,through the analysis of the individual centrality characteristics of social networks,we can find opinion leaders and other key nodes that play an important role in the policy change event.In the governance of network public opinion,these micro-blog subjects play a very important role in the governance effect of network public opinion,which should be paid more attention to.By studying the spread of network public opinion of policy change events,it can provide some reference for government information management and other departments to take timely measures to control the network public opinion caused by policy change.
