With the accelerating development of the globalization of the worldEconomy and the unceasing enlargement of international trade, human being hasgain large wealth from it, but also be warned by the resources and environment.Human activity on the strength and scope effects our living environment delicately、complexly and profoundly. Ecological and environmental problems is now punishingour human being: the greenhouse effect, water pollution and oceans and energycrisis, living species fall off sharply and spreading deserts and other emerging issues.Human being began to focus on environmental protection, especially thedevelopment of the trade and environmental problems, since the last century in the1960s and1970s, the argument still no certainty. Trade liberalization will lead todeteriorate? If the environmental protection measures of the trade will hinder thedevelopment of international trade? International community had not formed aconsensus on the relations between Free trade and environmental protection.As the world’s most important trade organization—WTO, has the obligation ofhandling the relationship between the free trade and environmental protection issuesthe framework of WTO has it`s own rules related to trade and environmentalproblems, but it`s limitations is going obviously with WTO rules, free trade andenvironmental protection of the conflict by multilateral environmental agreementsand the impact of green trade barriers. How to use WTO rules to balance the conflictbetween free trade and environmental protection,has become a realty need to settleas soon as possible. This article is divided into four parts:The first part of is “The relationship between framework of the WTO trade andenvironment ". this parts begin with the analysis of the relationship between tradeand environment for the beginning, and detailed information in the WTO trade andenvironmental problems of the development process.From GATT to the WTO, thehistorical process of the understanding of trade and environment. The early GATTwas not involved in environmental problems, after going through the development oflast century, and the1980s, until the WTO was established, for the sustainabledevelopment issues in WTO purpose of the DOHA round of negotiations started andwill be "trade and environmental problems” on the agenda. Trade and environmentalproblems are clearly already attracted worldwide attention.The second part is “The WTO and the environment in the relevant provisions”.This part of begin with the introduction of the WTO within the multilateral tradingsystem and related to environmental problems related to rules. Including non discriminatory impact of WTO principles, duties andtariff concessions on the environment of the conflict, MEAs permit system to theWTO general principles and an unlimited number of conflicts, we can find thecauses of conflicts between the trade and environmental by analysis this conflicts.The fourth part is “The methods of harmonize the relationship between trade and environment in the framework of WTO”. Through the regional trade agreementsand a few examples of coordination between trade and environment, we can findsome useful ways to harmonize the relationship between trade and environment inthe framework of WTO.The final conclusion, by the analysis on the front part and summary of thisarticle, we summary the recommendations on how to harmonize the relationshipbetween the trade and environment.
