Research On Government Responsibility In The Supply Of Rural Minimum Living Security System In China

In this thesis,we study the government responsibility in the supply of rural subsistence allowances.With the development of market economy,various economic and social problems continue to occur,because the market is mainly on account of their economic benefits while ignoring the importance of ensuring social justice,therefore,in this case,the government as a public authority have the responsibility and obligation to safeguard social justice.Social welfare is one of the important part.The welfare state theory believes that welfare to citizen is an important and basic rights,and the theory also believe that everyone is born equal,when the society some people starving,and some people can enjoy unlimited wealth,the state should to face these inequalities the phenomenon.In our country,in order to narrow the gap between urban and rural areas,to ensure the basic survival rights of the rural poor,from 2007,the state began to imply the rural minimum living security system in the country.The rural social security system is an organic part of the social welfare system in China.It is a safety net to ensure the harmonious development of the rural society,and is the lifeline of ensuring the legitimate rights and interests of the rural poor.The rural minimum living security system has made remarkable achievements in the actual operation process,and to some extent alleviate poverty in rural areas,but at the same time,we must see that in this process still exist many problems in hindering the overall level of performance.And the government as the main responsibility of the subject has an inescapable responsibility.This thesis mainly uses the theory of new public administration,government responsibility theory and the theory of the welfare state,through the description of theory proves that the government legitimacy provides rural residents welfare supply,and provides a theoretical basis for this article.The research method mainly uses qualitative research methods in non structured interview and continuous approach,to understand the operation status of rural residents,and rural residents will be linked to the responsibility of the government and two separate concepts.This paper focuses on the government responsibility in the context of the rural minimum living security system.But the difficulty lies in,the rural minimum living security system provides as a government social welfare,the study of the welfare supply perspective,the government responsibility of rural subsistence allowances.This article adopts the method of problem oriented,analysis of rural minimum living security,legislation and management problems,analyzes the reasons from the policy,the supply of funds and staff subjective ability,the government listed the improvement measures in the legislation,supervision and management of financial investment,etc..This article consists of six parts.The first part is the introduction,this paper discusses the research background,research significance of the topic,a list of the rural minimum living security system and the government responsibility for the relevant research,this paper introduces the research methods and research ideas,research contents,and points out the innovation and deficiency.The second part describes the related concepts and theoretical basis.The concept of supply and the supply of welfare,minimum living security system and government responsibility.In addition to the new public administration theory,social responsible government theory and the main point of view of the welfare state theory,to provide a more adequate theoretical basis for the article.The third part is the government responsibility of the rural minimum living security system in our country.First of all,explain each program running in the process of rural residents;secondly we discussed the status of government responsibility in rural residents welfare supply,and the division of responsibilities at all levels of government in the rural subsistence allowances in the supply of.At the same time,we also explain the concept of the government responsibility system,through the analysis of the previous paper points out that the government should bear the responsibility of the government in the course of the operation of the rural minimum subsistence allowances.The fourth part is mainly about the analysis of the lack of government responsibility in the rural subsistence allowances,and analyzes the causes of the lack of government responsibility.The fifth part analyses the current situation of government responsibility in guaranteeing the welfare supply in foreign countries to the United States,Japan and Britain as an example,and summarizes the advanced experience,improve the government responsibility in China's rural residents welfare supply for laterThe sixth part,in view of the above problems,puts forward the specific opinions,aims to solve the problems existing in
