The credibility of the government is the ability of the government to get the trustand recognition of the public through their own behavior.The credibility of thegovernment is one kind of soft power which has guiding function on the constructionof social credit.Between the government and the public, the new media is increasinglybecoming a new channel of communication and influence the amplification andreduction of government’s public trust.The new media represented by network, forexample, Information spreading, the full report and guidance of public opinionformation, not only improves the administrative efficiency of local government, andincreases the transparency of local government work, provides all kinds of consultingservices on Information policy but also break the restriction of social power structureon dissemination of information. As a result, the notices realize public debate anddiscussion beyond class for some public issues.Due to the characteristics of newmedia, the shortcomings of new media concept, the not timely response of theofficials to the public opinion in network, and the dissemination of information lackof authority, the weak supervision and the misuse of the new media, etc, but it alsofaces some difficulties. Therefore, public utilities tend to unfavorable direction on thegovernment. Therefore, how to use system which is a starting point and how tomake good use of the network to play its positive effect in the public domain toreconstructs the credibility of the government is particularly important for the basis ofsocial credit system the government.In this thesis, there are four parts:Part Ⅰ:Introduction. This part mainly tells the reason why the author propose thetopic and the significance, status quo of research, and the research methods used inthis paper.PartⅡ:Clarify related concepts, including the concept and features of newmedia,the concept and features of the Credibility of the Government,evaluationsystem of Credibility of the Government. This part is the basis of the followingdiscourse.PartⅢ:The new media environment’s influence on the Credibility of the Government and the analysis of reasons. The new media environment whose core isnetwork generates a powerful force.No doubt, it is a valuable driving force in thedemocratization process of our government, it reflects the citizens’ strong sense ofsocial responsibility and consciousness of hardship.It especially makes a greatsignificance in the construction of the credibility of our government. We shouldrecognize the positive significance and the negative impact of the new mediaenvironment on the credibility of local government. And accordingly, we can analysisthe reasons that affect the credibility of the local government.Part Ⅳ:Explore the approaches to improve the credibility of the localgovernment under the new media environment. According to the reasons that affectthe credibility of the local government, three levels of methods proposed in this paperaiming to enhance the credibility of the local government are as follows: First, theupdates of local government officials concept about media, e-governmentimprovement,local government public relations capacity of network etc. Second,therational participation of Internet users, and the establishment of self-regulatorymechanism of Internet users. Third, strengthen the awareness of responsibility forInternet media, the basic team building of the net and the implementation of theLimited real-name system.
