Research On The Sustainable System Development Of Chinese College Student’ Village Official

Since the General Offices of the CPC Central Committee and the State Councilpromulgated the “opinions that guide and encourage college graduates to obtaingrass-roots employment” which pointed that “From2006, our country will select in aplaned way a certain number of college graduates to obtain rural and communityemployment annually”,“We will fight to generally achieve the goal that every village andevery community in our country will own at least one college graduate within3-5years”,all over the country has gradually launched the work to recruit and employ “UniversityStudent Village Officials”. Haigang area of Qinhuangdao also continuously recruited anumber of “University Student Village Officials” who played an important role inpromoting the construction of new socialist countryside, improving rural livingenvironment, enhancing the living standards of farmers. The implementation of the policyof the University Student Village Officials is a major decision made by the CPC CentralCommittee in this new historical period. In April2010, the central government decided toincrease the number of university student village officials from100,000to200,000, thenthe work of USVO entered into a new period of development. This policy was graduallyexpanded across the country.This article takes Haigang area of Qinhuangdao as an example to analyse theconstruction of new socialist countryside in China and the research in and outside thecountry on the status of USVO and elaborate the relevant theory. It also analyses theimportant function and the practical significance of the research on USVO in this stage.This article puts forward some scientific and rational proposals in the angle of theconstruction of new socialist countryside for the University Student Village Officialsystem. The entire article takes the school of developed economics employment theoryand masnou demand theory as a theoretical support, and makes a comprehensive analysisof the achievements and problems in the implementation process of University StudentVillage Officials system in Haigang area of Qinhuangdao. In the process of thesis researchI put forward some recommendations on the USVO research status and future development direction, and pointed out the problems in the new countryside construction.At last, this article takes the growth of the USVO as a research focus and puts forwardcountermeasures to improve and perfect the system of USVO.
