College-graduatesas village officials policy has been implemented since 1995,which has been practiced in China for quite some time,and substantially played a positive and effective role in C hina's rural economic development and new rural construction.The emergence of this special group of college-graduates as village officials is not only the product o f the policy,but also of this background: with the accelerating speed of China's urbanization,new rural construction is in urgent need of higher education,higher level talents to support as well as the severe employment situationuniversity graduates facing currently.Recruiting college graduates to rural areas to experience and learn not only complys with the time's development,but also meets the demands of training successors for the socialist cause.It is also the demands of cultivating the rural economy and social development talents,promoting the development of democracy at the grassroots level management,democratic decision-making and democratic supervision.However,in the current situation,college-graduatesas village officials gradually show its own existing problems and shortcomings,such as the problem of low salary,the outlets of college-graduatesas village officials,etc.,which have directly affected the sustainable development of the college-graduates as village officials system.Aiming at the sustainable development problem of college-graduatesas village officials,this thesis attempts to explore suggestions and measures for its sustainable development from the perspective of the constraints and incentive mechanism of college-graduatesas village officials.Applied the method of literature research,this thesis theoretically analyzes the main constraint factors of the current rural college-graduatesas village officials and its existing problems,with the hope of exploring some measures to promote the sustainable development of college-graduates as village officials policy.Currently,the constraint factors influencing the implementation of college-graduatesas village officials policy are complex and multivariate,including low social status,unclear political identity,relatively low income and work treatment,unreasonable appraisal way,hard bonus and forfeit,unsound outlet mechanism,uncertain future,etc.These have seriously influenced the enthusiasm and sustainability of college-graduates as village officials stationing at the grass-roots level and serving the countryside,In order to solve this problem,based on Mallows hierarchy of needs theory,Herzberg'stwo-factor theory,McC lelland achievement needs theory and other incentive theories,this thesisgradually expands and extends the incentive mechanism related to college-graduates as village officials.Firstly,spiritual incentive is a good way to improve college-graduates as village officials status.Secondly,treatment incentive could be used to protect college-graduates as village officials commitment.Thirdly,rewards and punishmentincentive mechanism is better to set to protec t colleague-graduates as village officials.Fourthly,work motivation could do good to perfect career planning of college-graduatesas village officials.
