The Research Of The "Sunshine Home" Care Project For Disabled Persons

Wuhan city, as one of the special pilot cities of the national security and socialservice system for people with disabilities, gives full play to the leading role of thegovernment. In social security, it constantly improves the basic living security system,the social insurance system and the basic housing security system for the people withdisabilities. In services for people with disabilities, it has basically built up six specialservice system framework, in which, the “sunshine home” care project for people withdisabilities is the first active attempt and exploration as the key content of the “twosysthems”.Based on combing through the literature on community service and people withdisabilities, the author chose the “sunshine home” public service station for people withdisabilities as the research object and investigated this community organization. Thispaper got the actual information by participant observation and interviews. Besides, itsorted out policies and measures of Wuhan city which are related to the “sunshinehome” project for people with disabiliyies. Moreover, it objectively assesses thegovernment-led “sunshine home” project in Wuhan city by comparing it with otherservice model for people with disabilities from service, resource and the operatingmodel.This paper concludes that the “sunshine home” community care project for peoplewith disabilities has made great achievements since its implementation, including thefollowing six aspects: building up hardware facilities, sthengthening the disabled careservice information construction, increasingly focusing on spiritual needs, promotingthe standardizaed construction of disabled care service, further creating a socialatmosphere of assistant and care of people with diasbilities, as well as expanding theservice team. In addition, this paper also summarizes the main factors restricting thedevelopment of the community care services for people with disabilities. They can besummarized as follows: the limitations of the service object, the service facilities’lacking of practicality, the shortage of service resources, the immaturity of the serviceproject, the imbalance of the support networks in the process, the lack of effective mechanisms for people with disabilities in the community to reflect and respond theirneeds. For the current situation, the further development of the government-led“sunshine home” project in Wuhan city should learn experience from other servicemodels in different regions. Furthermore, combining with the current communityconstruction situation of Wuhan city, it should avoid the deficiences at this stage byexpanding service resoureces for people with disabilities, coordinating the operatingmechanisms of the organizations and establishing evaluation systems. At the same time,it should give full play to the role of the communities and professionals to achieve betterrusults.
