Government-led Localization Mode Of Shenzhen Social Work

In the process of the localization of Chinese social work, the "government-led,top-down" development path is an inevitable choice for conforming to China’s realityand resolving social disputes. Shenzhen mode of development is implemented byShenzhen department of Civil Affairs on the basis of a range of advantages likegeographical advantages, reform pilot benefits etc. This mode provides public serviceand settles social problem by introducing professional social work. It is successful inShenzhen and now being promoted to the whole country. Shenzhen mode in thecharacteristics is government-led social work policy mode. This mode is able to expressthe advantages of administrative system in China, but it is affected the bad side of thissystem at the same time. Therefore, it is of great necessity and significance for thelocalization of Chinese social work to reexamine Shenzhen mode through the theory of"path dependence", and consider the general law for government-led policy mode in theprocess of the localization of Chinese social work.Following the government-led general law, Shenzhen mode adopts a series ofinnovative measures and has some delightful achievements in the establishment ofmodern social work system. Thus, it is important for the operation of the localization ofsocial work in other areas to make a deep research and analysis on government-ledpolitical experiences, and summarize known problems (policy innovation, thedevelopment of civic organization, the development of social workers etc) in thedevelopment of Shenzhen mode.On the basis of corporatism，the theory of "path dependence" and empowermenttheory, this article tries to use various methods(like documentary research、 statistic) toarrange Shenzhen social work experiences, such as government-led policy measures (i.e.government-led structure、 private operation path、construction means of professionalteam)、Shenzhen original supervision systems、setup of social worker positions、purchaseservices of Welfare Lottery Community Chest、the development of civic organizations、the integration of social resource like volunteers etc. At the same time, this article summarizes the development dilemma of civic organizations and social worker team inthe Shenzhen mode, the problem of policy innovation and the problem of administrationof social work. In order to resolve these problems, this article has a suggestion that weshould explore the advantages of administrative system in China and the power of civicorganization.Meanwhile, based on the study mention above, article also tries to put forward someconcepts and suggestion from policy aspect in regard to the future development directionof the localization of social work in Shenzhen and other areas, including establishChinese supervision system, continuing to promote the reform of civic organizations, putattention to the problem of systematism when formulating policy etc.
