The Research Of Government Science And Technology Innovation Management

According to the national innovation system requirements, the thesis putsforward a new idea of establishing modern government technology innovationmanagement, namely innovative organization, innovative culture and innovationsafeguard. It expounds the significance of science and technology innovationmanagement, emphasizes that the government science and technologymanagement is the protection of technological power strategy, the power ofdriving sustainable economic and social development. The thesis clearly pointsout the status and role of the Chinese government science and technologyinnovation management.The National Science and Technology Innovation Conference held in2012,reflects the Chinese government’s important strategic thought in science andtechnology innovation. Comrade Hu Jintao points out “further deepening thereform of the science and technology system, focusing on solving outstandingproblems of restricting the science and technology innovation”. On the basis ofthe party and state leaders attaching importance to science and technologyinnovation, by a deep analysis and research on the government managementsituation, the thesis points out some problems of the government science and technology innovation management, such as irrational resource allocation andbackward mechanism. Based on the new public management theory and someuseful experience, by the government management innovation drivingtechnology innovation, the thesis proposes that China should establish a moderngovernment management system, a technology innovation managementperformance system and a scientific development department, so as to achievethe goal of catching up with the technological level of developed countries.
