Public policy agenda is set as the first step in the formation of public policy, and elite play a very crucial role of the agenda setting, prevailing in today’s microblogging era. The background of this article is the developing of mircroblog, microblog as a new means of media development in China today, through research the theory of microblog and public policy, using literature analysis, content research and the case study method. This article set theory and its analysis the elite theory and a case that "free lunch" set by Deng Fei through microblog and ultimately promote the introduction of relevant public policy, discusses of the details of the role the elite play in the different stages of the policy agenda of the times, studying the theory of elite in public agenda setting, the interaction of elite and other groups, the main factors of effect for elite. The aim of this article is to provide a broader persepective of the studying of the elite role in public policy agenda setting in the era of microblog.
