Organizational socialization is an important front topic of the Westernorganization behavior science and human resources management science.Organizational socialization is a process that individuals are constantly adjustingtheir attitudes and behavior to ultimately adapt to the organization. Theresearches had indicated that successful organizational socialization, not only tohelp organizations save the high costs of recruitment, but it can increaseemployees’ organizational identity, organizational commitment, job satisfactionand job performance, and so on. Most objects of existing research wereemployees of the enterprise, rather than the government civil servants. It causesthe following questions:(1) Can the results of previous research onorganizational socialization be applied to government civil servants?(2)Compares with the enterprise employees, what difference do the governmentcivil servants have on the organizational socialization? Answers to thesequestions depends on further research. Accordingly,this research attempts to explore the organizational socialization of government civil servants.In this research, Literature analysis, interviews, questionnaires andstatistical analysis had been used to explore the organizational socializationcontent structure of government civil servants. The objects of research areShanghai Banshan district government civil servants. On this basis,this researchalso discussed the demographic variables effects on the government civilservants organizational socialization. This research leads to the followingconclusions:1. The organizational socialization content structure of government civilservants is a three-factor model, including organizational culture, jobcompetency, interpersonal relationship. Organizational culture socializationrefers to the process of civil servants effectively learned and internalizedgovernment s organizational culture. Interpersonal relationship socializationrefers to the process of civil servants effectively learned and internalizedinterpersonal rules of government, and established good relationships withcolleagues. Job competency socialization refers to the process of civil servantseffectively learned and internalized the competent work necessary knowledge,skills, roles.2. Gender, education, age, rank, positions of leadership, work experienceand other factors have different impact on organizational socialization of civilservants.(1) For the civil servants of different gender, different work experience,different positions of leadership, and some of different educational background, different rank, their job competency socialization s degree exists significantdifferences.(2)Between Dr. degree team and other teams,1-5years standingteam and other teams,6-10years standing team and16-years standing team,their organizational culture socialization s degree exists significant differences.(3) Between experienced team and inexperienced team,1-5years standing teamand16-years standing team, staff members team and assisting roles of sectionsor equivalents team, assisting roles of sections or equivalents team and assistingroles of divisions or equivalents team, their interpersonal relationshipsocialization s degree exists significant differences.According to the findings of our study, we suggested:(1) To set up a newprofessional development concept of civil servants that based on the theory oforganizational socialization.(2) To improve the recruiting standards of civilservants.(3) To improve civil servants job training system.(4) To improve civilservants performance appraisal system.
