In recent years, as the competition pressure of civil servant became higher and higher,a lot of job seekers start to focus on the state-owned institution. Since the recruitmentpolicy is not perfect, the problematic recruitment also increased. What are the problemsexactly, why are they immerged and how to deal with them? These are the issues whichthis paper aimed at.The first part of this paper introduce the establishment of public recruitment and thebackground of the appearance of the ‘problematic recruitment’. The second part dividingthe public recruitment into three links, and analysis the ‘problematic recruitment’ in everylink. The third part discuss the reasons of the appearance of ‘problematic recruitment’deeply. The fourth part on the basis of the recruitment process and the reasons of‘problematic recruitment’, put forward the countermeasures.The thesis thinks the public recruitment reveal many problems, but it is also a ‘sunnypolicy’. At present the reasons of the ‘problematic recruitment’ involves the systemproblem, the employment pressure, the recruitment company and so on, but the problemscan be solved. If we want to solve these problems, we should confirm the duties of therecruiting entity, carry out the ‘must take exam’ principle,and weaken staffing quotas instate owned institutions, and manage the recruitment process, innovate recruitment ways,enhance supervision and accountability system, and these ways should combine with thereform of the institution personal system.
