Research Objectives: by citing the recruitment case,to research on the development of the open recruitment system in our province and have a further understanding of the improvement of the open recruitment system;by deeply analyzing the efficiency and equity of the open recruitment during its development,and technical problems in the specific operational process,to obtain the feasible operational rules and scientific processes;to further guide and improve the open recruitment of public institutions.Research Significance: The research can help promote the improvement of the open recruitment system in public institutions and establish a scientific and rational two-way choice platform for individuals and institutions in order to embody the social equity and solve social employment contradictions and consequently elevate the overall social credibility.The research can also help the case hospital recruit various talents who are suitable for its development and help build scientific talent team in order to make full preparations for human resource reservations for the long-term development of the hospital.The research is helpful to accurately grasp the purpose of recruitment,master principles of recruitment,reject problems discovered,gain andencourage good experiences and methods,and obtain scientific and sound theories of open recruitment to provide guidance to future practice.Research Methods: The Literature Research Method is employed to put the establishment of the rationality of open recruitment as the research target in the first place and contents of the recruitment are transformed to specific,operable and repeatable literature research activities in order to resolve specialized problems and make a difference.The Case Study Method is used to discover problems,analyze reasons and propose corresponding solutions through collecting relevant case data in the specific process of the open recruitment of the hospital so as that the general rule can be obtained for the purpose of putting forward scientific and rational suggestions for the institutions.The Quantitative Analysis Method is employed to reveal and describe the interaction of various kinds of phenomena and development trend of the open recruitment by use of data ratio analysis,trend analysis,structure analysis and contrast of recruitment data.Research Results:Through the analysis of related recruitment data over the years,the author discovers ways to improve the efficiency of post setting and announcement and puts forward corresponding solutions to the problems in written examinations including the ratio of attendee,post cancellation,the average number of applicants,posts urgent for applicants and so on.What's more,the author summarizes and puts forwards corresponding countermeasures to the phenomena as abandoning the interview,outnumbering and failing the examination.In the end,the author analyzes some problems existing in the process of physical examination,political investigation and enrollment.Conclusion: Through the analysis of problems and various phenomena in the specific process of open recruitment,the corresponding solutions are put forward to perfect the existing recruitment measures and improve the efficiency and equity of the open recruitment of public institutions.
