Governmental Coordination In Urban Building Recongstructing Process

The demolition is a kind of game which refers to the government and the remover.The removers, although, is the subject of rights and benefit not totally the passive, theybelong to the public and the vulnerable groups. As the subject of the user of land and theleader of the macro-control, the government has been in a relatively favorable conditionand plays the leading role. With the rapid development of urbanization, the demolitionhas increasingly influence on the social life, with the intensity of the conflict of rightsbetween the government and removers, to some extent; the demolition has reduced to thedilemma. In the process of demolition, as the government has the asymmetric superiority,it is necessary to analyze the effect of the government in the process of demolition,especially its effect of coordination, will have theoretic and practical meaning forresolving the dilemma in the process of demolition.In the first part, this thesis describes the study condition in and out of China, andsummarizes the insufficiency of the effect of government; in the second part, this thesisdescribes the occurrence of the urbanization and the dilemma of the demolition, on whichbackground, this thesis makes a study on the theoretic basis and the important role of thegovernment in the demolition, additionally, it makes a study on the relationship betweenthe governmental coordination and governmental effects. In the third part, according tothe Chinese situation, this thesis puts forward the justice and effectiveness of thegovernment in dealing with the demolition and the solution to problem of demolition.The demolition is the product of urbanization which is led by the government, thus,the government should be responsible for the problems which occurs in the process ofdemolition. The action of the government in the process of demolition, includes twoaspects, they are: proper and improper, all of both are related to the coordinating effect;in order to solve the problem of demolition, the government should replace the powerwith the authority, and use the scientific method to strengthen the effect of administrativecoordination, and fully play the role of coordinating and supervising the society.
