Performance management is the modern business management importantcharacteristics, as well as a basic cultural departments to strengthen management, improvethe work efficiency of the important means. At present our country grass-roots culturalsector has been the government ’s general management system, the real performancemanagement system has not been established, the management system can not meet therequirements of the development of cultural work. Grassroots cultural sector is differentfrom other general government requirements. Grassroots cultural departmentsperformance evaluation system should have long-term sex, non-profit and specificassessment characteristics in primary culture, department performance assessment systemfor process evaluation index, the grass-roots cultural departments of the assessmentsystem to attach importance to the cultural work in the implementation of the assessment.In the full study the United States, Britain and France, with the success of the grass-rootscultural sector on the basis of management experience, through the thorough analysis,discovered our country grass-roots cultural sector performance appraisal system and theproblems that exist in the problem that exists in development, and in a targeted manner tobuild for our grass-roots cultural sector performance appraisal system, hope caneffectively complement the grass-roots cultural department performance managementtheory, and for our grass-roots cultural departments performance management systemconstruction and implementation to provide valuable reference.
