A Study On Urban Mutil-level Social Assitance

Jobless citizens，handicapped，poor people live in every country anddisasters never end on earth. So social assistance actions will last and be ourresearch topic forever.For a long time, Xuhui District has never forgotten to promote its socialsecurity system while its economy is well developed. The government built thesystem based on Subsistence Security System, and medical aid、education aid、housing aid are included in the system. The social assistance system whichcovers all the streets of the district has lots of policies. It is added by socialsolidarity, managed by laws and standards and a lot of social members take apart in the system. All social assistance policies are connected by each other, andthey servers as a very effective elementary in the construction of harmoniousXuhui District. However, with the new formed social assistance system andsocial solidarity making great progress, some problems are exposed. This paperbegan with different social assistance departments, and then had a research on the background and ways of social work. For example, both Tianlin Street’ssunshine assistance and Changqiao Street’s medical green channel are suitablefor other street to study. On the other hand, the paper introduced other countries’social assistance system by the reference of international social assistanceconception. Also, the paper discussed the bottleneck and problem of urban socialassistance, mainly on the finance expenditure of the district government. How touse the funds of social assistance in the street government and how to spend andmanage the donations of the NGOs？Then the paper researched on how to makethe best use of the social assistance funds, how to guarantee its fairness. Forexample, the paper proposed a new social assistance for standardizing the socialassistance management system; to develop the social assistance work and socialassistance subject’s information lever, the paper suggested to found a electronicwork platform and manage the social assistance policy and people by database,so the information can be updated quickly. Different kinds of social resourcesshould be integrated effectively, and government should help the development ofnon government charity organizations as a supplement of the governmentalassistance.With the practice of Xuhui District, this paper analyzed elements ofthis new multi-organizer social assistance and designed some kinds of programsof the system.
