In recent years, with the growing trend of China’s aging population, pension modelselection has become the focus of attention of the community. From its nationalconditions, Chinese scholars presented a feasible pension model-home care. Governmentto buy the home care service is to build an important innovation in the home care servicesystem, in this mode, governments, communities, non-profit organizations andenterprises in different ways to participate in the policy, played an important role.However, due to various reasons, there are still many problems in government’spurchases of home care services, such as the cooperation mechanism is not perfect, thestatus of "fragmentation and inequality" of the parties involved, the" island "phenomenonin the operational phase, the amateur of social organization, and the existence of blackholes in the field of supervision."Network governance" theory emphasizes the change to the coordination ofresources from the traditional management of people. The sequence of administrationand participating departments becomes more flat and more widely, it has convincinginterpretation to the problems which government faces in the purchasing of home careservice. This paper used an empirical study of W government purchasing home careservice, with the theory of "network governance ", combined with the reality of W city,proposes several feasible solutions to this problem. One is to redesign the servicedelivery network, build a new framework for supply; The second is to integrate networkrelationships to reach network running phase; Third, to adapt to the network environmentchanges, train public employees with governance awareness; The fourth is to break theplight of responsibility, to build a seamless accountability framework.
