Lianyungang City E-government Construction

At present, the State E-government System is being applied in city-and county-level governments. As the leading city in coastal Jiangsu development, Lianyungang is trying to seize the opportunity of being integrated into national strategy, and accelerate the pace of building a regional information center. The E-government building plays an important part in this process and is attracting more and more attention. A profound research on it is necessary.This article first talks about the basic concepts and features of E-government and the current situation of E-government building both at home and abroad. Then, the article sums up the situation in Lianyungang, including the government website building, the government internal and external networks,"Gold" Programme building and the urban emergency system. The article analyzes the application of E-government system of Lianyungang and points out existing problems, including unsound management mechanism, insufficient capital investment, not well implemented resources sharing and integrated planning, lack of skilled personnels, etc. At last, the article sums up the experiences of foreign governments on building E-government systems, and recommends what we should learn from them and gives analysis and suggestions on how to speed up building Lianyungang’s E-government system.First, with strong leadership, we must attach great importance to this issue, make an identified positioning of E-government system building and train enough skilled personnels. Secondly, we should make integrated planning, take different steps, set long-term objectives and be confident. We should explore different channels and increase investment, and strengthen systematic integration and sharing. Finally, we should strengthen assessment and manage the system in a strict way, and pay much attention to the information system building in rural areas.
