Based On The Human Capital Investment In China From The Perspective Of Local Government To Enhance The Competitiveness

Research on competitiveness of Chinese local government due to the rise of great powers of the world historical reflection and contemporary country and government development facing the reality:under the circumstances of economic globalization, the contemporary state of development is facing in the possession of resources, capital investment and international trade and other aspects of the increasingly fierce international competition challenge of external environment. At the same time, state power as the ruler government also is faced with in the process of public administration "the crisis of governmental governance", urgent need government oneself "management mode, organization structure, function transformation, ruling ability" and other internal change. Improve competitiveness of the government’s response to the economic globalization strategy, improve the competitiveness of the government to build a socialist harmonious society is the necessary condition to enhance competitiveness of government, consolidate the ruling status of the party to promote the construction of Party’s ruling ability.From research and practice, improve local government competitiveness is an important research topic of theory workers. Human capital is the important way of competition ability of promotion of local government, this paper from the perspective of human capital investment of Chinese local government competitiveness.The focus of this study lies in the human capital investment to promote the local government competition effect, so we made clear to improve local government competition ability, based on the human capital investment in China from the perspective of local government competition internal logic framework of analysis; analysis of investment of human capital on the local government competition and the effects of local government competition to the human capital levels and influencing factors of human capital investment in ascension; the role of local government competition. At the same time, through to the13cities of Jiangsu Province, city hall competition ability and level of investment in human capital are respectively designed the evaluation index system, using multivariate statistical analysis methods of principal component analysis to measure and ranking, to demonstrate the relationship between the two, further increasing the investment of human capital can promote the local government competition.
