County and township governments are the most important performers of Chinese governmental functions,and also the actual presiders of local governance.The working enthusiasm of county and township civil servants influences the improvement of local governmental governance performance directly.In recent years,the phenomenon of county and township civil servants resigning has appeared in lots of regions,and among which,there are both the psychological factor of personal professional exhaustion and also the management problem of local party and government organs.Synthesizing the in-depth interview of resigned civil servants and in-service civil servants in a coastal county with developed economy in Eastern China,and combining with the questionnaire investigation on county and township civil servants in five provinces including Guangdong,Shandong,Hebei,Anhui,and Zhejiang in 2017,this research found out that county and township governments are faced with the potential risk of civil servant group's "reverse elimination".The interview suggests that the phenomenon of civil servants resigning is generated in country and township governments,and moreover,more than sixty percent in-service servants show the signs of resignation.What's more,country and township civil servants resigning presents the potential tendency of "almighties outflow",and namely,the resigned civil servants are always the young,capable and promotive talents with rich experience.Preventing the phenomenon of county and township civil servant group's"reverse elimination" demands us to carefully analyze the main factors influencing civil servants' resigning tendency.Synthesizing interview and questionnaire data analysis,sense of working achievement,working pressure,working ability,occupational promotion,salary and welfare,etc.are the main factors influencing the resigning tendency of county and township civil servants.Among which,sense of working achievement,working pressure,and working ability have the greatest influences on county and township civil servants' resigning,especially working ability,and namely,whether civil servants possess the ability of seeking for a better job outside the system becomes the key factor influencing the resignation of county and township civil servants.However,the influences of factors of salary and promotion widely considered in the previous studies are weak.The influence factor of working pressure not only shows in the basic levels such as working overtime and heavy workloads,but also relates to the factors involving into institution mechanism such as in coordinate rights and liabilities of governments at the grassroots level and lots of problems left over by history.In this research,the learned salary,welfare,promotion and working pressure are basically the same with the factors influencing civil servants' resigning in the existing researches,all affirming that the above few factors influence civil servants' resigning to a certain degree.However,in this research,tow important influential factors including sense of working achievement and working ability are founded.The former is always the starting point that county and township civil servants choose to resign instead of hopeless salary or promotion in the traditional sense.The latter becomes the most important influence factor for county and township civil servants resigning,and its strength always determines county and township civil servants' resigning eventually.The personal characteristics of civil servants such as age,gender,title and educational background only possess a tiny influence on resigning tendency.These discoveries will provide some intellectual supports for organizing personnel department to keep the ruling team stable and enhance the construction of cadre team.
