Nowadays, the existence of corruption has done a great harm to politics, economy and society at a large degree, and the situation of anti-corruption has reached a point of extreme gravity in our country. Furthermore, the most effective measure of anti-corruption is to establish and perfect the construction of institutions because institutions are the underlying and essential factors which lead to the issues. Among the anti-corruption institutions, Family Property Declaration System for civil servants has already been recognized as one of the most important institutions by world for fighting against corruption. Mainly it is a mandatory means for civil servants to publish faithfully private property of their family members and their own. Meanwhile, they must accept supervision on the authenticity and legitimacy of their declaration. As a result, the significance of the system resides in preventing from and punishing for corruption behaviors. However, the system has not been working efficaciously in China. So the thesis is to analyze the reasons why it is impotent in our country on New Institution Economics to bring forward several principles and strategies for perfecting and implementation it.The article is divided into six parts to explore Family Property Declaration System of our country. The first part is the introduction. The second part bases on the definitions, the theoretical basis of the system, and sets forth the significance of perfecting it in China. The third part detailedly introduces the status quo and drawbacks of the system in China. The fourth part makes a specific analysis of the factors which influence the supply and demand of the system, then illuminates the situation which is not equilibrious in China. The fifth part provides the countermeasures to improve the system in China.
