Currently,China is driven by a combination of many factors in the perception of a whole.Now we are at rapid aging stage and will soon enter the deeply aging society.However,some rural areas have not yet entered the aging society,the pension problem is still in the constructional process of "personal distress" to the "public topic"conversion,which has destructive and cluster property that has not really broken out.Based on this,in order to highlight the scientific research of the predictability,we choose non-aging village as a research unit,and regard the pension as a continuum formed by the time dimension.Through the comprison of past,present,future rural family pension,the author analyzes the institutional factors and the combination of the factors and the combination of the elements in different periods,so that it can project the change of the pension responsibility system.The system of rural family pension is the system support system hidden behind the pension of the responsible person.It is composed of normative,normative and cultural-cognitive basic elements,and has the dual effect of restriction and guidance.In daily life,the three elements of the system is not completely parallel,during which there is a mutual structure,together for each generation of family pension responsibility.Using the different operating mechanism to support the family pension responsibility,the practice and system requirements appropriate pension behavior.This is the responsibility of the people to fulfill the pension system of attribution.In particular,the legal system and the practice of living as a regulatory basis for the formation of mandatory elements in the village within the form of mandatory rules to supervise the form of punishment to regulate the responsibility of the pension behavior,so that it can fit the system rational;pension norms and pension values as a normative.The basic elements of the social expectations is to meeting the value of the form of the form of responsibility for the people who choose to meet the mainstream of the village awareness of the pension behavior.The main and objective pension culture is as a the basis of cognitive elements.Through the transferation of internal forms of responsibility for the construction of the pension,it can be practiced with the mainstream culture of the village consistent with the pension behavior."Three generations of family pension responsibility",from the vertical aspect to consider the effectiveness of the system support,the system elements at different times has shown a different strength combination.Under the regulatory dimension in particular,the proprietor enters the differential pattern,the group isolation gives way to the legal regulation;under the normative dimension,the responsible person defines the old age with different landmark events,the weakening of the property ethics,the expectation of the character to the singularity;Culture-cognitive dimension,filial deformation and survival,the concept of objective pension culture gradually faded.In terms of the presidency,the normative and cultural-cognitive elements of the supportive function of the dominant position,regulatory elements remain subordinate status;the current rural society,the three system elements to achieve the best fit state.Regardless of primary and secondary,common role in the responsibility of the pension behavior;future pension situation,the regulatory and normative elements are assumed as the primary institutional elements,cultural-cognitive elements are relegated to second place.In addition,the study also found that some rural areas of the pension problem has not yet become an objective fact,need to focus on its activities and mechanisms of the problem,and then put targeted governance forward.
