Performance evaluation has become an important content of the human resource management.Britain’s performance evaluation system originated in the middle of the nineteenth century,through the reward and punishment, promotion and demotion,performance evaluation can fully mobilize the enthusiasm of the British civil servants, greatly improve the government administrative management to be scientific and enhance the government’s integrity and efficiency.With the further reform and opening, the step of China’s political system reform also is accelerating.According to the foreign advanced experience of management, performance evaluation system will be combined with the political system of Chinese characteristics to construct a scientific,effective and comprehensive government performance evaluation system which has important practical significance to fully mobilize civil servants enthusiasm, enhance the government management level and strengthen government communication.This paper analyses the government performance evaluation of the current situation and difficulties,and the foreign government performance evaluation of experience and trendsl are also discussed.Through the studying of establishing the party committee office departments at the county level evaluation system, this paper discusses the implementation of performance evaluation in the government department evaluation system and the problems existing in the construction, and comes up with the solutions.This paper summarized through extensive reading, individual reference and rich practical experience as the foundation.Taking the establishment of the system of the party committee office departments at the county level as an example,researching the domestic academic circles to government performance evaluation index system,starting from the functions of the government to develop a set of index system of the universality problems, this paper puts forward that we should build top-down and bottom-up combination of government performance evaluation index system.This system not only focus on the party committee office department staff at the county level of the individual "De","Neng","Qin","Ji", but also assess a whole party committee office department deputy leadership at the county level, and exam the business of middle institutions.Compared with the previous similar research,this system presents a sprawling multidimensional evaluation system, has characteristics of more practical and more operational.The party committee office departments at the county level evaluation system characteristic of China as the government’s public management reform and the reaction of an important content of government working achievements.It will not only provide reference and significance for China’s party committee and the government department function reform,but also provide power for the function reform of government and party committee of China.
