Research On Evaluation And Improvement Countermeasures Of County-level Party And Government Functional Departments Performance

CPC Central Committee and local governments have been highly valued for administrative efficiency and government performance management and evaluation questions. With the improvement of reform and opening up and socialistic market economic system, county-level governments gradually pay more attention to the use of performance evaluation. The purpose of this paper is to analyze the essence and function of performance evaluation of county-level party and government functional departments ,the evolution of performance evaluation activities and the main problems of evaluation. The effective assessment tool- KPI helps to construct a more scientific and reasonable index system which based on the county-level party and government functional departments. That will help to deepen organization reform of the county party and function change and will be helpful for reasonable allocation about public resources and the enhancement of incentive and restraint mechanisms of County agencies.The first chapter introduced the research status of domestic and international government sector performance evaluation which based on the research background and significance. Then this chapter put forwards research thinking, research methods, research content and possible innovations.The second chapter first defined the essence of performance evaluation. Next, it expounds the functions of the principal of county-level party and government functional departments. Then, the second chapter introduces primary stage of performance assessment activities of government functional departments which dominated by target assessment, and introduces the development stage which focus on evaluation, the optimization stage that dominated by performance evaluation.Last, this part points out the main problems of performance evaluation of county-level party and government functional departments.Chapter 3 firstly introduces the content of key performance indicators (KPI) and points out the importance of KPI. Then, it points out the basic procedures, general flow and principles that based on the KPI assessment indexes. Finally, it form a index system of performance evaluation which contains"a basic work index ", "dynamic management indicators" and "characteristics merit index".The fourth chapter first constructed a fuzzy comprehensive evaluation model of performance evaluation of government functional departments. Then it analyzed the results of performance evaluation which based on the KPI index system mentioned in the third chapter. Furthermore, it exploited empirical research on 95 agatanoatae units of YueYang district. According to the analysis of performance evaluation of county-level party and government functional departments, chapter 5 put forwards strategies to improve the performance evaluation of government functional departments from legislation and institutional development, information management system, performance evaluation system, the using of evaluation results perspectives.The innovation points of this thesis mainly lie in the following aspects: firstly, party committee of functional departments regarded as objects of performance evaluation that convenient for government functional departments work together. Secondly, it constructs a scientific and reasonable index system of performance evaluation of county-level party and government functional departments . Last, it analyzed the performance evaluation of party and government functional departments of YueYang. Fourthly, it realized that theory applied in practice and take multi-dimensional three-dimensional way in performance evaluation.
