Study Of The Social Assistance System Of The Pudong New Area Of ​​vulnerable Groups

Since China's practicing the policy of reforming and opening up, Pudong New Area is gradually establishing several assistance systems, concerning the field of residents living, special project, natural disaster relief and temporary relief, which formed a basic overall framework of social relief. Although we have made a remarkable achievement, there's still existing an ever-changing new situation in front of us. The system of social relief of Pudong New Area needs to be developed: the unity of different major factors hasn't been completed; the construction and profession of rescue teams should be further improved; the operating mechanism needs to be perfected. In order to better play the role of social assistance system as the "stable valve", on the basis of research ground on practice, theoretical study and comparison, this paper proposes the following suggestions: the Construction of long-term mechanism effectively functioning of social assistance system of the Pudong New Area; for the operation of mechanisms, to deepen unified action system for employment assistance; to promote the unified action system for assistance from government, non-official organizations and enterprises; to improve the professional construction of social relief; for the ensuring mechanism, to develop multi-channel financial resources for raising funds; to ensuring the normal growth of social assistance funds, the smooth running of the social relief management network, and the requirements for the human and material resources supporting the network; and fundamentally, to improve the coverage of social assistance system of all vulnerable groups.
