In the21st century, the biomedical industry becomes the new darling of the pharmaceutical industry, and it has an important impact on national development strategies. Biomedical industry, as a modern biomedical industry development of the regional economic development model, is different from the characteristics of the industrial park and the high-tech industrial park. The high demand of high-end talent, intellectual property rights and eco-environmental protection decide that the biomedical industry park, which is in accordance with the construction of the industrial park, is not feasible. Hebei Province high-end pharmaceutical industrial park base itself on the development and production of high-end biomedical product. So its high-end human resources and ecological environment protection will be put forward higher requirements. However, many good experiences can be extracted from the successful cases of economic development zone and high-tech industrial park. Good legal system to promote the development of industrial park is one of the most important experiences. Therefore, the specialized nature of local laws has become a necessary condition for Hebei Province high-end biomedical industry park develop smoothly and healthy.By reference to the theory of the legislative law and legislative practice, the author points out the deficiencies of the existing legal system in Hebei Province high-end biomedical industry park under the premise of absorbing the successful experience of economic development zones and high-tech industrial park. The author demonstrates the necessity of formulating specialized biomedical industry park law in order to determine the feasibility of the industry park law which develops a particular industry type. By researching the legislator of the Hebei Province high-end biomedical industrial park law, and defining the grade of the force of the Hebei Province high-end biomedical industrial park law, So we conclude:Shijiazhuang Municipal People’s Congress is more suitable to become the legislators of High-end biomedical industrial park in Hebei Province.The normative legal documents of the industrial park should be drawn up by the form of regulations. So the effectiveness rating of law is defined. In accordance with the provisions of the Legislation Law, the local people’s congresses can make flexible use of their own legislative authority and implant the innovative ideas into the legislative work in the scope permitted by law, in order to determine the innovative concept of the industrial park law, for example, strengthen intellectual property protection and personnel incentives, service-administration, the concept of using local legal resources and connecting international practice.For the special requirements of the biomedical industry park construction, under the guidance of the concept of innovative legislation, the author draft Hebei Province high-end biomedical industry park legislative vision, which include chiefly the administrate system of the industrial park, the environmental protecting system of the industrial park and intellectual property protecting system. In the industrial park’s administrate system, I intend to take the services of the government together with industry associations in order to improve the personnel manage system. For environmental protecting legislation, the author adopts the protecting mechanisms that public participation associates with strong supervising mechanisms. In the design of the intellectual property protection system, the author proposes to break the dominant intellectual property management system defects, and to promote the enthusiasm of the product development, and to establish the talent incentive mechanism.
