Research Of Changchun Land-lost Suburb Farmers’ Social Security

In promoting the process of modernization, along with the increase in the number of agricultural land requisition, the farmer land possession per capita necessarily less, even losing all their land, which leads to the generation of lost territory farmers. At the present stage of our country, because of the problem of land-losing farmers cannot get reasonable settlement, causing them to have become a larger scale new vulnerable group. Therefore, how to solve the problem of social security of the Land-lost farmers’ has become a serious factor which effect on our country’s modernization, social stability and economic development.This paper is mainly divided into six chapters, analysis the root reasons of the land-lost farmers in the suburban of Changchun city. At the conclusion of the other provinces in China to solve the practical experience of land-lost farmer’s problems, the essay discusses the system construction of social security about the land-lost farmers in the suburban of Changchun city, the importance of improving the suburban land-lost farmers in Changchun city social security countermeasures and suggestions. This paper is discussed the problem of social security about the land-lost farmers in the suburban of Changchun city by theoretically, can complement and enrich our social security theory, perfect the social security system, at the same time, through the establishment of farmers’ social security system can satisfy basic life demand for the land-lost farmers, promoting urban and rural and the coordinated development, build stable social development environment.The first chapter is introduction, the whole dissertation research premise and theoretical basis. Through the introduction to choose a background, leads the purpose of this study and significance at home and abroad, this paper introduced the status of research points to the theory basis of this study, that is, the social conflict, the theory of rational action theory, Coleman,"the state interventionism" theory, the Marxist social security theory and marginalized theory, in domestic related research review, from social security of the land-lost farmers with rights,the compensation and resettlement of land-lost farmers, the compensation idea of land-lost farmers and again obtain employment problem three aspects mainly described. This paper mainly adopts literature research, interview method, comparative analysis, of quantitative and qualitative analysis method of combining. In the end of this chapter, the relevant concept this "Changchun suburban","land-lost farmers","social security" made specific definition.The second chapter mainly introduced the present situation of the land-lost farmers’social security in the suburban of Changchun city. In order to further explain the characteristics of the land-lost farmers in the suburban of Changchun city, this paper first introduces the general situation of Changchun city, and on this basis respectively from the material life, spiritual life, placement and social safeguard etc describes the present situation of the land-lost farmers in the suburban of Changchun city.The third chapter said the problems of land-lost farmers’ social security in suburban of Changchun city and cause analysis is the focus of this paper, it mainly from the existing problems and cause analysis aspects. In this chapter, the author describes the existing problems of land-lost farmers in suburban of Changchun city respectively from the economic, political, social and cultural level, and then analyzes the cause of the problem from our national types of features, policies and regulations, the social security system and the functions of the government a total of four aspects, as its countermeasures put forward the basis.The main content of the fourth chapter is analyze domestic land-lost farmers’ typical social security system. Combined with the actual situation of Changchun city suburb, this paper selects the domestic comparatively typical are Dezhou economic development zone from Shandong province and Zhejiang province as the reference for the object, and through the discussion of Shandong Dezhou economic development zone and Zhejiang province about the land-lost farmers’in present situation and the government key measures, for perfect the land-lost farmers’social security in suburban of Changchun city policy suggestions for reference in the last chapter.The main content of the fifth chapter is the policy suggestions about how to improve the land-lost farmers’ social security in suburban of Changchun city. In this chapter, aiming at the life situation of land-lost farmers in suburban of Changchun city, combined with the advanced experience that we have taken in solving the problems about land-lost farmers’ in our country, separately from improve land requisition compensation system, optimize the functions of the government, perfect social security system of land-lost farmers and the way to improve the quality of increasing peasants four aspects, provide feasible suggestions to perfect the land-lost farmers’ social security in suburban of Changchun city.The sixth chapter of this paper is summary and areas for improvement of it.
